U.S. seed institutions benefit, too: small colleges such as Reedley can diversify their campuses and develop relationships with international students accommodation.

But the arrival of a new class next month in Reedley is contingent on the federal budget uncertainty.

Reedley is one of 12 colleges in the country are now participating in SEED. Georgetown University, the program coordinator, interviews candidates and selects students participating colleges.

SEED school pupils in poor rural communities in the Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico and Nicaragua - countries where USAID has a strong presence. To be eligible, students must have completed high school and pass a series of interviews. At least half of the scholarship recipients are women.
